PUBLIC NOTICE
REGARDING SPECIAL SERVICE PROPOSAL 1- 2020 BY-LAW NO. 2389-20
FOR THE CONTINUED COLLECTION OF WASTE IN SPECIFIC AREAS IN OR AROUND THE ST. MALO AND OTTERBURNE COMMUNITIES

 
The Council of the Rural Municipality of De Salaberry has scheduled a public hearing at the Municipal Office in St. Pierre-Jolys, Manitoba to present the special service proposal on 

                                 Tuesday February 25, 2020 at 7:00 p.m.

 
The proposed special service is to provide collection of waste services in and around the community of St. Malo and the district of Otterburne for the years 2020, 2021 and 2022. Special service taxes will be levied on all taxable, grant-in-lieu and otherwise exempt properties receiving garbage collection services in these areas.
 
This special service proposal will replace the rates levied under the authority of By-law No. 2352-17 which expired at the end of 2019.
 
42.4% of the waste brought to the landfill is from the St. Malo and Otterburne districts.
 
The estimated cost of the service for 2020, 2021 and 2022 is $211,000, $218,000 and $227,000 respectively.  All annual surpluses in the Environmental Health budget will be transferred to the Waste Disposal Reserve Fund to be used towards future capital projects related to the landfill.
 
The method and rate of calculating the special services tax is on a per unit basis. The proposed unit rate to be levied on the property is based on the number of dwelling units listed in the Assessment Roll unless a bin is placed on the property, in which case the bin charge noted above will apply.  Please contact the municipal office for the tax which you may be assessed.
 
A written objection may be filed with the Chief Administrative Officer at the municipal office prior to the commencement of the hearing.  At the hearing, Council will hear any potential taxpayer who wishes to make a presentation, ask questions or register an objection to the special service proposal. All objections, written or verbal, must be filed prior to the adjournment of the hearing and must include the name, address and property description of the person filing the objection and the grounds of their objection.
